TSA Employee Arrested for Child Porn for Second Time

When a person is arrested once for a crime, they sometimes learn their lesson and refrain from engaging in the same activity. But there are some people who never learn and keep doing the same illegal things over and over. Then they get arrested a second time.

This is what happened to a former Transportation Security Administration (TSA) explosive specialist. The man was recently arrested for the second time in a year on child pornography charges. The 58-year-old man was taken into custody by Miami Police on July 22 and charged with 15 counts of child porn possession.

The arrest followed an investigation by the Internet Crimes Against Children Task Force. Authorities linked suspected child sexual abuse material uploaded online to the TSA employee. A search of his phone uncovered 30 files containing child sexual abuse content, including images and videos of young children — some as young as 3 years old.

Investigators also discovered bestiality content and multiple images of the man wearing both civilian clothes and a TSA uniform identifying him as an explosive specialist with Homeland Security Investigations.

It is believed that the man is no longer employed by the TSA. He was booked into jail and was expected to appear in bond court the next day. Records indicate that the man was previously arrested in November in a separate Homestead case involving child porn. He is scheduled to appear in court sometime in August for that case.

Why Do People Get Arrested Multiple Times for the Same Crime?

People can be arrested multiple times for the same type of crime — such as possession of child pornography — for several key reasons:

  • Reoffending while on bail. Some people commit the same crime again while awaiting trial or out on bail, leading to a second arrest.
  • Ongoing or separate investigations. Each arrest might stem from a different investigation or new evidence. For example, law enforcement may uncover additional illegal material or activity after the first arrest, prompting new charges.
  • Incomplete initial charges. Prosecutors might file limited charges at first and expand them later as more evidence becomes available or as a strategy to secure cooperation.
  • Multiple jurisdictions. If the crime spans different locations, each authority may pursue separate charges.
  • Delayed forensics or digital evidence. New digital evidence (such as from phones or cloud storage) can surface later, even after an initial arrest. It may take time to analyze large volumes of data.
